Gas Offtake and Measurement Procedures

Standard gas offtake procedures exist within FUKA.

Fields nominate gas to be exported into FUKA on the basis of the field’s export potential. The system operator takes this forecast export and calculates the quantity of sales gas that will be made available to the individual shippers at the redelivery point. This calculation takes account of any system operational adjustments such as substitution and shrinkage. Shippers then nominate a quantity of gas for redelivery.

Gas is allocated after the day and the allocation process models inputs and outputs on a mass component basis to provide a physical allocation of products (gas and liquid) to each field. The allocation system is common across both FUKA and Vesterled.

Due to the impracticability of each field exactly matching its production to gas sales quantities, a system of operational substitution applies. The difference between gas quantities sold (attributed) and quantities produced (allocated) is termed substitution.

During periods of system restriction, priority for access in the system is generally based on a last-in, first-out principle.

The TOTAL E&P UK flow measurement standard is applied to all inputs and outputs. Orifice plate systems are generally specified, but ultrasonic (or other) meters will be considered where it can be demonstrated that an equivalent performance can be achieved.

Additional quality measurements required include composition from on-line gas chromatograph, water measurement, CO2 and H2S measurement as a minimum.
